Blight conditions in neighborhoods can negatively impact property values, encourage crime and discourage other homeowners, business owners and tenants from maintaining their properties.

Report violations of city of Phoenix ordinances designed to prevent blight, such as:

  • Overgrown vegetation
  • Inoperable vehicles
  • Junk, litter and debris
  • Open and vacant buildings
  • Outside storage
  • Fences in disrepair
  • Parking

Premature Bulk Trash

The City of Phoenix picks up bulk trash (or uncontained trash) quarterly. It is a violation of City ordinance to place bulk trash out more than one week before the published collection start date. To report premature placement, contact Public Works Customer Service at 602-262-7251.

  • Be prepared to give a specific address or location.
  • Describe the trash.

Drug Activity

This is an exclusive complaint line answered only by the Neighborhood Enforcement Team police officers assigned to Sunnyslope (19th Ave. to 16th St.; Northern to Cactus). You will be required to leave a message. Messages are confidential.

Information to have:

  • Be prepared to give a specific address, including an apartment number if when activity is occurring in an apartment complex.
  • Give a brief description of the activity.
  • If you've noticed a lot of vehicle, bicycle or foot traffic, include approximately how many per hour?
  • Have you noticed which door the traffic is going to? Front, side, back?
  • Be as specific as possible with days of the week and times of the day when the activity is occurring. (For example, saying "between 4:30 and 5:30 p.m. on Thursdays" is more helpful than "everyday after work.")
  • Include your name and phone number so an officer can call you back if they need more information.
  • If you want an officer to call you with an update, be sure to state that in your message.

Graffiti
The Graffiti Removal Hotline number is 602-495-7014.

IMPORTANT: If you see graffiti in progress call 911.

Graffiti Busters program will paint out graffiti and/or provide supplies, including paint, at NO cost to property owners and neighborhood organizations.

Information to have:

  • Be prepared to give a specific address or location.
  • Describe the location of the graffiti - will the officer have to get out of the vehicle to see the graffiti? Is it on the sidewalk side of a mailbox? Is it on the back side of the back wall of a property?
  • Describe the surface the graffiti is on, if possible. For example, gray block wall, white stucco, beige utility box, etc.
  • Leave your name and number, in case the officer needs help locating the graffiti

There is a special Police Graffiti Hotline, if you believe you can provide information leading to the arrest of a graffiti vandal. You do not have to give your name or any other identification and you could receive a reward up to $250! The Graffiti Reward Hotline number is: 602-262-7327.

The Liquor Enforcement Detail responds to liquor-related enforcement and investigation. complaints such as: loitering while drinking in the parking lot, over service and other violations of state liquor laws.

Information to have:

  • Be prepared to give the establishment name and address.
  • Give a brief description of the problem.
  • Include the day of the week and time of the day when the activity is occurring/was observed.
  • Include your name and phone number so an officer can call you back if they need more information.

Prostitution

The "Vice Hotline" is staffed approximately eighteen hours a day, five days a week, with voicemail activated during the unstaffed hours.

Information to have:

  • Be prepared to give a specific address or location and a physical description.
  • If you are reporting a particular location where prostitutes are "regularly" seen, be as specific as possible with days of the week and times of the day when the activity is occurring. (For example, saying "between 4:30 and 5:30 p.m. on Thursdays" is more helpful than "everyday after work."

Trespassing
Information Provided by the Phoenix Police Department

13-1502. Criminal trespass in the third degree; classification

  • A. A person commits criminal trespass in the third degree by:
    1. Knowingly entering or remaining unlawfully on any real property after a reasonable request to leave by the owner or any other person having lawful control over such property, or reasonable notice prohibiting entry.
    2. Knowingly entering or remaining unlawfully on the right-of-way for tracks, or the storage or switching yards or rolling stock of a railroad company.
  • B. Criminal trespass in the third degree is a class 3 misdemeanor.
    13-1503. Criminal trespass in the second degree; classification
    A. A person commits criminal trespass in the second degree by knowingly entering or remaining unlawfully in or on any nonresidential structure or in any fenced commercial yard.
    B. Criminal trespass in the second degree is a class 2 misdemeanor

How is trespassing related to crime prevention? Trespassing comes up many times in a business setting. Consider the customer who is disruptive or the one you suspect stole from you last time. Don't forget the visitor in your office that is starting to get angry. Dealing with all of these people can be unnerving if you don't know where you stand. Understanding the rules can allow you to determine the outcome of these situations and possibly avoid a violent confrontation.
To understand the issue of trespassing, you need to divide this into two parts, inside your business and outside your business.

During business hours
Whether you own a retail store or a factory, at some point someone is going to be there, long after you think they should go. How do you make them leave? The answer is, you don't. Let me explain. While certain legally defined circumstances allow for the use of physical force to be used to remove someone from the property, (remember that night at the bar when your friend got thrown out?), it is best to avoid this if possible. Instead, the law requires that a reasonable request to leave be made. This is an excerpt from the law above. ( Knowingly entering or remaining unlawfully on any real property after a reasonable request to leave by the owner or any other person having lawful control over such property). What does this mean? It means you or your employee can tell him to leave. If the suspect remains, then he is trespassing.

When should you call the police?
Before there is a problem. So when you decide to ask the subject to leave, you should have someone else calling the police. If he leaves while you are doing this, then you can cancel the police. It is best to get the police responding until you see if the suspect is going to comply. Please remember to cancel the police if the problem leaves.

It is important to designate specific areas just for employees. Visitors to your business need to know what areas are off limits to them. If there are store room doors in your business place a sign on the door/s stating "authorized personnel only" or "employees only". This allows for persons to be trespassed from your business if they enter the off limit area. The sign should be place at average eye level and clearly stated. If the business has a counter area for employees only to go behind, place a sign on the counter stating "authorized personnel behind counter only".

After hours
Before trespassing becomes an issue for your business, it can be valuable to have an "authority to arrest" form on file with your local police precinct. Sunnyslope is in the Desert Horizon precinct, which can be reached by calling 602-495-5006.

An "authority to arrest form" gives the police department permission to arrest people trespassing on your property when the business is closed ("no trespassing" signs must be posted). If the business is open for business an officer will have to make contact with someone to verify that the person is not a customer or otherwise allowed to be on the property (due to recent court ruling). An authority arrest form is completed by the property owner/agent and then returned to the local police station in which the property is located. The local police precinct manages the authority to arrests on file for their precinct. The files are then available for officers to utilize at their discretion. The form must contain the original signature of the owner/agent. This form needs to be updated every year or when the information it contains has changed. This is a very valuable tool for crime prevention because it shows that trespassers are not welcome in or around your business.

"No trespassing" signs are also recommended to be placed around your business and are required with the authority to arrest forms. The no trespassing sign can be purchased through sign companies. Below are examples of trespassing signs with the proper legal verbiage. The signs need to be placed at all reasonable entrances as well as sporadically throughout the property. They could be mounted on light poles, fences or on the buildings. They should be mounted at a height where they are visible but not so low that they can be easily removed or damaged or tampered with average eye level.

Think You've Spotted a Stolen Vehicle?

The Arizona Attorney General’s Office, in partnership with the Arizona Department of Public Safety and the Arizona Auto Theft Authority, have launched an internet program that allows neighborhood groups to easily find out the status of an abandoned or suspicious car.

  

The service is available at theftaz.azag.gov.

Once you have reached the auto theft web page, simply enter a license plate number or Vehicle Identification Number (VIN), click on Submit Search, and a report will come back within seconds stating whether the car has been reported stolen.

If the car has been reported stolen, you will be directed to the responsible police agency and provided with the phone number to call. It is critically important that police agencies handle any further action regarding the stolen vehicle, to ensure the safety of citizens.
